About Us

Utility Truck & Equipment (UTEP) is the leader in providing service and parts for bucket trucks and aerial lifts in Southeast Wisconsin. Our comprehensive inventory, dedication to providing efficient, expert service and our knowledgeable staff are the reasons our customers keep coming back—often from all over the Midwest.

Led by John Mlaker, director of engineering at UTEP, and Total Fleet Maintenance, the UTEP team can repair almost any model of aerial bucket lift devices in the industry. With more than 75 years of combined experience in the industry, UTEP is more than competent; we're trustworthy partners and consultants in your forestry or utility fleet's safety and care.

UTEP's History

UTEP grew from MAT-3, Inc., a utility vehicle engineering and manufacturing firm co-founded by John Mlaker in 1992. UTEP teamed up with Total Fleet Maintenance in 2014 and together they have contributed the knowledge, expertise and culture of service that has built the business to what it is today.

About John Mlaker, Director of Engineering

John Mlaker, director of engineering, has more than 30 years of experience in the aerial lift industry. He has a Masters Degree in Civil Engineering with a Structural Engineering Major from Purdue University in addition to technical training in hydraulic fluid power system design and engineering mechanices for machine design. Previously, John has worked as chief engineer at Stapel Engineering, chief design engineer at HI-Ranger and vice president of engineering for MAT-3. About Total Fleet Maintenance

Total Fleet Maintenance is operated by Todd Blehovde and Randy Blehovde. They have been in business since 2011. Before that, Todd and Randy both worked as the service managers for the Penske Utility Rental fleet. Todd and Randy have been working in the bucket truck service field since 1992. They have received training in bucket truck repair from many of the top aerial device manufacturers.
